City Council
There are several options to connect with your elected officials.
- Provide a comment for the record on agenda items or upcoming actions by selecting the green circle labeled "Public Comment for City Council" or emailing the Council testimony email.
- For General Topics, select the blue circle labeled "Contact Council" or email Council.
- Attend a meeting and fill out an on-site Speaker Request Form.
- Visit a Councilor at The Grove, 1195 East Main Street, during office Hours (excluding holidays):
- Jeff Dahle on the third Monday of the month, 2 to 3:30 p.m.
- Gina DuQuenne on the first Thursday of the month, noon to 1:30 p.m.
- Bob Kaplan on the first Monday of the month, 1 to 2:30 p.m.
- At this time, Office Hours for City Manager Sabrina Cotta are by appointment only. Please email the City Manager's Office to make an appointment.
- Attend a Coffee & Conversation event. Thank you to all who attended one of the six Coffee & Conversation events in 2025. These gatherings generally take place monthly May through October. The 2026 calendar will be available in late April.

*City Charter Article III Section 4 - The appointee's term of office shall begin immediately upon appointment and shall continue until a successor, elected at the next biennial election, takes office for the unexpired term.
Ashland has a Council-Manager form of government, with much of the City's business evolving through citizen committees that enhance public support and political stability.
The City Council is elected to serve as the governing body for Ashland's 21,360 residents (Portland State University Population Research Center certified population for 2020). The Mayor, who presides at the Council meetings, is elected at-large for a four-year term. Six Council members are elected at-large for four-year staggered terms.

Submit Public Comment
Public comment is welcome on public forum topics and agenda items during Business Meetings, as well as on agenda items during Study Sessions.
- If you would like to speak in person, during a meeting, please complete a Speaker Request Form available at the meeting location.
- To speak electronically during the meeting or to submit written comments in advance, please complete the online Public Comment Form by 10 a.m. the day of the meeting.
- Be sure to indicate whether you are submitting written comments or requesting to speak electronically.
- Written comments submitted by the deadline will be provided to the Mayor and City Council prior to the meeting.
All public testimony will be part of the official record.
