[ARCHIVED] Ashland suspends Hazard Tree Removal Permit requirement due to February storm damage

Winter storm takes out tree

In response to the severe winter storm that occurred the week of February 3, 2025, which caused significant citywide impacts to trees, the City of Ashland is temporarily suspending enforcement of Hazard Tree Removal Permit requirements for storm-damaged trees. Property owners may remove hazardous trees without obtaining a permit if the tree has sustained storm-related damage necessitating its removal.

This suspension is in effect through April 30, 2025, and applies only to trees that have been damaged by the storm to the extent that they pose an immediate hazard. Undamaged trees or trees removed for non-emergency reasons remain subject to standard permit requirements.

Property Owner Responsibilities:

  • It is strongly recommended that property owners consult with a certified arborist to determine whether a damaged tree can be safely retained through pruning or other mitigation efforts. 
  • Prior to removal, property owners should document the damage with photographs, or an assessment by an arborist, in case verification is required.
  • All tree removals should be conducted safely and in accordance with Best Practices.

Supporting Community Recovery

This temporary suspension is issued under the authority of the City Manager’s Office in recognition of the urgent need for residents and businesses to quickly respond and recover from storm-related damage while prioritizing public safety and property protection. By removing administrative barriers, this action allows property owners to address immediate hazards efficiently, preventing further risks to people, homes, businesses and infrastructure. The City strongly encourages property owners to proceed with caution, seek professional guidance when needed and take necessary steps to ensure the safe removal of hazardous trees.
