[ARCHIVED] Ashland enhances housing options to promote affordability and support the diverse needs of residents

The Myrtle Accessory Dwelling Unit Plan

Accessory Dwelling Units (ADUs), also known as Accessory Residential Units (ARUs), are secondary, self-contained housing units within or on the same property as a primary residence, typically designed for independent living with its own kitchen, bathroom and entrance. Ashland is dedicated to facilitating the development of ADUs within the city, recognizing their valuable contribution to the local housing landscape by creating sustainable and inclusive housing for full-time residents.

To support this initiative, the City has implemented policies that streamline the process for property owners, making it easier to create ADUs. Ashland supports ADU development by permitting them outright in all residential zones. This means that property owners in residential areas do not need to go through a complex Planning Action process. Instead, they can proceed directly with obtaining building permits for their ADUs. This expedited approach significantly reduces bureaucratic hurdles and expedites the development process, making ADU projects achievable for many property owners in the city.

The City also offers free ADU plans that have been pre-approved to meet local building codes. A complete set of plans will be provided to Ashland property owners after a free consultation with the Ashland Planning Division. During this meeting, a City Planner will review your site and provide valuable guidance on the permit application process, helping you understand zoning requirements, building codes and any other considerations for your ADU project. Interested residents are encouraged to visit ashlandoregon.gov/ADU to view the different ARU plans available for use.

Why is Ashland interested in increasing the number of ADUs in our community?

  • ADUs help address housing shortages by providing additional, affordable and flexible living options without the need for significant land development.
  • ADUs allow homeowners to generate rental income, support local economies and increase property values, contributing to overall economic health, without changing the character or quality of life of existing single dwelling neighborhoods.
  • ADUs promote efficient use of existing residential lots, reduce environmental footprints and support sustainable living practices.
  • ADUs provide versatile living arrangements for multigenerational families, enable seniors to age in place and offer housing for caregivers.
  • By offering more affordable housing options, ADUs helps retain long-term residents, contribute to a stable and diverse population and enhance community inclusivity.
