Business and OLCC Licenses

Ashland Business License

Who is required to have a business license? AMC 6.04

  • All businesses that do business in or are located in Ashland
  • Home-based businesses
    • a home occupation permit is also required
  • Businesses located out of town but doing business inside the city limits
    • pay for only the number of individuals conducting business within the City limits at any one time.

Business licenses are issued by HDL.

OLCC License Process

*The OLCC (Oregon Liquor and Cannabis Commission) has launched a new CAMP (Cannabis and Alcohol Management Program) process for alcohol licensing. They will no longer accept paper applications for annual licenses or special events. All applications must be submitted online through CAMP.

Annual License and Change of Ownership Process

Step 1: Obtain a City of Ashland business license if you don't already have one.
Step 2. Create an account for the OLCC CAMP platform and start the application process
Step 3. Submit your OLCC Local Government Recommendation Form (PDF) to the Ashland City Recorder
Step 4. City Approval and Payment
The Fire, Police, and Planning Departments will review and approve the application which takes approximately 1-2 weeks. Once the review process is complete, we will contact you for payment: $100 for a new establishment, and $75 for a change in ownership. 
Step 5. Approval by City Council
Your application will go on the next available agenda for approval by the City Council.
Step 6. Local Endorsement 
Once approved by the City Council, we will endorse your Local Government Recommendation Form and return it to you by email.
Step 7. Upload your signed Local Government Recommendation Form to CAMP. The OLCC will then collect a fee and process your application.

Temporary and Special Licenses

The process to obtain a temporary OLCC license is the same as above with the following differences:
Use this Local Government Recommendation Form and submit it to the Ashland City Recorde

  • We will contact you for the payment of $35
  • The application does not need to be approved by Council. 
  • Processing time takes 1-2 weeks.

*If an application is submitted with less than a 4 business day notice, we will not process it.
